一、公司简介

    上海欣熙尔资信评估有限公司,注册资本为4200万元人民币,是上海申慱网页版评估咨询集团旗下的一家专业信用评估服务机构,也是首批获得上海市经信委、上海市征信办公室核准从事信用评估的机构,证书编号000009。2014年11月12日,公司获得由中国人民银行上海分行颁发的《企业征信业务经营备案证》。
    上海申慱网页版评估咨询集团注册资本5800万元,下设7个子公司,涉及信用评估、房地产评估、土地估价、资产评估、商标专利评估、工程审计、造价咨询、投资监理、节能审计、可行性研究、质量体系认证咨询、金融服务等业务。这对现代服务业走集团化和规模化的发展道路,整合专业和行业优势发挥了重要作用。

    公司拥有丰富的数据库资源。现已拥有十几大数据库,包括:首批试点上海市公共信用信息平台数据库、公司积累25年的企业法人信息数据库、上海市房地产权籍信息数据库、上海市一手房交易信息库、上海市二手房分析系统信息库、全国上市公司信息数据库、金融、证券信用信息基础数据库、公司高管担任30多项社会职务所在的社会组织数据库、全国个人诚信公共服务平台数据库、上海市开发区企业协会信息数据库、长三角品牌数据库信息等。2014年公司又加大软硬件投入,建立企业征信和个人征信数据库系统,分别获得了国家二级等保测评,为企业征信、信用评级提供强大的数据分析与支持。
公司参加全国人大、上海市信用立法调研,为国家立法和政府决策提供依据,为创新、管理、服务、运营模式,先行先试。
    2015年上海欣熙尔资信评估公司参加全国人大、上海市经信委组织的全国人大《社会信用体系建设》课题组专题调研,提出了加强顶层设计,将社会关注高的城市违法搭建、物业费拖欠、保障用房、社保、民政、商标侵权等覆盖经济、社会、民生的信用信息纳入采集和查询、监管体系。为全国人大信用立法提供依据,并被全国人大列为议案。
    公司多次参加上海市人大《上海社会信用管理条例》的立法调研和听证会,针对各部门联合惩戒的清单,及时提出了各部门联合激励的办法和清单。并根据国际案例,将第三十条自然人行政处罚信息查询期限改为5年,被课题组采纳。
    公司担任上海市政府《上海市公共信用信息归集和使用管理办法》第三方认证专家。对垄断部门滥用信用信息惩戒办法,建议制定措施,防止滥用信用信息的行为。提出对互联网上恶意诽谤、人身攻击等违法信息和平台,予以坚决打击,维护社会良好的信用环境。
    公司作为上海市工商局法律事务专家,参加了《运用市场主体大数据,探索加强和改进市场监管机制》课题评审专家,就国家工商总局深化行政审批制度改革,针对企业信息共享、信息质量、对接不畅、信息不全等问题,提出了规范信用信息共享机制,加强有效衔接和配合,提高企业信用信息质量的建议。
    公司现为上海市信用服务行业协会理事单位,还担任上海信用研究会副会长,参与了上海市征信办、上海市信用服务行业协会等专项课题的调研和撰写工作。集团董事长现为全国人大代表,2012年全国“两会”期间,她的《加强制度和平台建设,加快建立覆盖经济生活各个方面的社会诚信体系》的发言,得到中央领导的肯定。另外,董事长还参加了全国人大“社会信用体系建设”课题组专题调研,为国家和上海信用立法提供依据。她还参加了全国人大“社会信用体系建设”课题组调研,为国家和上海征信立法提供依据。2017年2月,上海市人大召开的上海社会信用立法专家和人大代表座谈会上,公司董事长被工商局推荐为社会信用立法专家。她还曾经担任上海市政府《上海市公共信用信息归集和使用管理办法》第三方论证专家、上海市工商局《运用市场主体大数据,探索加强和改进市场监管机制》课题评审专家。

二、主要业绩

    公司曾为上海市工商局、上海市房地局组织的上海房地产行业品牌进行评估,还对上海市工商联行业协会、政府委托的产业发展(技术)各类专项扶持资金项目、企业信用管理制度建设专项扶持资金项目等进行绩效评价和信用评估。
    2016-2018年间欣熙尔承担了上海市交通建设市场服务绩效评价、上海市著名商标单位提供绩效评价、企业合同信用绩效评价,通过欣熙尔专业团队的现场核实、访谈调研,资料归集等工作,整理出项目的产出和效果情况,从绩效的角度对项目实施成效和成果产出的评价,分析项目决策合理性、项目产出指标和项目绩效指标实现程度,发现决策、实施和管理过程中存在的问题、提出解决或优化方案,为进一步强化部门预算支出责任、改善财政支出管理、优化资源配置和提高公共服务水平提供依据和参考。客户对我们的专业水平、评价工作非常满意,得到了委托单位的认可与好评。
(一)上海市交通建设工程市场绩效评价项目
    2016年,我公司与上海市交通监管部门建立合作关系,承担由上海市交通委牵头组织的交通建设工程市场绩效评价项目。评价范围包括上海市新建、改建、扩建、大修工程。工程类型涉及公路、水运(港口、航道)、市政道路、轨道交通、公共交通基础设施等交通建设工程。工程项目范围包括市管及区管(含区区对接、断头路)交通建设项目。评价主体包括5类从业单位(建设单位、施工单位、监理单位、勘察设计单位及中介机构)及2类从业人员(项目经理及监理工程师)。上海市交通工程市场信用评价工作“时间紧、任务重、标准严、要求高”,我公司在1个月内,完成近700个工程项目的绩效综合评分,评价主体超过1200个。此次评价结果包含市级评价及部级评价。市级评价依据本市实际,具有上海特色。部级评价按要求如期报送交通部。
(二)上海市环境部门绩效评价项目
    环境保护领域是本市12大信用重点建设领域之一。但目前,本市的企业环境信用评价仅仅是在一定范围内开展,尚未能实现对本市全部重点污染源的全覆盖式评价。
    2019年,我公司将与上海市环境监管部门建立合作关系,承担上海市重点污染源环境企业信用绩效评价工作。在环境管理中引入信用绩效机制,有利于解决事中、事后监管不到位等问题,能够推动本部门从单一的行政手段向综合运用法律、经济、技术和信用约束等手段转变,降低监管成本,提高环保监管效能;同时,借助信用绩效管理手段,是督促相关企业持续改进环境行为、推动其严格遵守环境保护法律法规的重要抓手,有助于形成事中、事后监管的有效模式。

三、创新产品介绍及具体案例

(一)上海张江国家自主创新示范区信用管理服务平台建设项目
    欣熙尔与大张江的战略合作:2015年以来,我公司积极投身上海科技创新工作,自贸易区征信平台建设,获得上海张江高新技术产业开发管理委员会批准,入选“上海张江国家自主创新示范区企业信用管理服务平台试点单位”,成为唯一一家同时获得5个园区(金桥园、徐汇园、金山园、闸北园、青浦园)授牌的第三方信用服务机构。
(二)开设民间信用信息服务窗口
    近年来,按照市政府的相关要求,为弥补政府服务窗口的不足,进一步方便中小微企业和个人及时了解自己的信用状况,我公司开设了集民间性、便利性、综合性、快捷性、专业性于一体的信用服务窗口,致力于为中小企业融资开辟绿色通道,为工商部门品牌评审提供决策依据,帮助客户判断和控制信用风险,为市民及相关部门房产查询提供便利,为科技创新做出贡献。

四、企业文化

    2016年6月1日,集团公司主办的六一“生命的光彩”自闭症儿童绘画作品公益展于徐汇区汇展示厅开幕,促进了社会各界人士关爱自闭症儿童。2017年1月12日,集团公司组织合唱队庆祝红军长征胜利。2019年,上海欣熙尔资信评估公司即将承办,由上海市公共绩效评价行业协会主办的2019年“欣熙尔杯”绩效行业羽毛球友谊赛,公司正在积极筹备中。

1.     Company Profile

Shanghai Sincere Credit Rating Co., Ltd (SSCRC), invested with $42 million (CNY) as the company registered capital, is one of the subsidiaries of Shanghai Fushen Evaluation Consulting Group Ltd. We are the first group of organisations that get approval from the Shanghai Credit Investigation Office (SCIO, in Chinese: 上海市征信辦公室) and the Economic and Information Commission of Shanghai Province (SHEITC; in Chinese: 上海市經信委) to perform credit rating service. We were licensed with the Enterprise Credit Investigation Business License (Chi: 企業証信業務經營備案証) offered by the People’s Bank of China in November 2014.

From 2005 to 2013, we are the credit rating service provider of the District Bureuas (CHI:区委办局) helping them provide credit line for local enterprise. We also paticipate in helping the preliminary examination and re-review of the District-oriented enterprise in order to correctly provide precise service for qualified enterprise by the government. In addition, we provide a reference for offering financial assistance of the Municipal Finance Bureau through the evaluation of SGS-test Laboratory project, Shanghai Digital Entertainment Center project and Shanghai Yitaili Mansion Medical Devices project.

With the trend of Big Data, our company had built two databases for Enterprise Credit and Individuals Credit and devoted more hard- and soft-ware to provide a strong data analytics and support for Credit Investigation and Enterprise/Commercial Credit Rating in 2014. Both Enterprise Credit Database and Individuals Credit Database are qualified with the Secondary (level/grade) of the National Information Security Level Protection (Chi: 國家二級等保測評).

In addition, our company had participated in the Shanghai Municipal Credit Legislation (Chi: 上海市信用立法) Research, with the honour of representing the National People’s Congress (NPC), to provide evidences and professional recommendation for national legislation and governances from a business point of view, and thus, to be the model of innovation, management, services and mode of business operation.

 

In 2015, we were honoured to participate in the investigation on the topic about the “Construction of the Social Credit System” (Chi: 社會信用體系建設), which was organised by NPC and SHEITC, and provided the recommendation of strengthening the structure of national legislation. We recorded the credit information with high social concern and covered economic, social and people’s livelihood aspects, such as the unauthorized city building works, the arrear of property management fee, affordable housing, social insurance, civil administration and trademark infringement, into the Investigation and Management system. The building of the investigation and management system database had been the proofs for NPC credit legislation and was being listed as a motion by NPC.

Our company had numerous participations in the legislation investigation and hearings, which were held by the Shanghai Municipal People’s Congress (SMPC), on the “Shanghai Municipal Social Credit Management Ordinance” (Chi: 上海社會信用管理條例). We  provided a list of recommendations for motivation and rewards by different government departments. With the reference of international precedents, we also suggested the government, under section 30 of the ordinance, to set the information enquiry period for the administration penalty of nature person to 5 years in the drafting stage of the ordinance.

Additionally, our company were asigned as the third-party certification experts on the “Shanghai Information Collection of the Pubic Credit and Usage Management Rules” (Chi: 上海市公共信用信息歸集和使用管理辦法). To punish the credit information abuse by monopolistic departments, regulation policy was advised to the Shanghai government to prevent the act of information abuse. We also suggested the Government to crack down the platforms and information with defamation and personal attack on the Internet for maintaining a good information environment for the society.

As the legal service expert of the Shanghai Bureau Administration for Industry and Commerce (SBAIC), our company also served as the research assessor on the topic about “Usage of Big Data in Market Entity, Exploration, Strengthen and Enhancement in Market Administration Mechanism” (Chi: 運用市場主體大數據,探索加強和改進市埸監管機制). According to the revolution on deepening the administrative vetting implemented by the Bureauof Industry and Commerce (BIC), we had proposed a regulation on the Credit Information Sharing Mechanism for better coordination between departments, to enhance the quality of the enterprise credit information and to avoid the incompleteness of the information. 

We are now the Council Unit of the Shanghai Credit Service Trade Association (SCSTA, in Chinese: 上海市信用服務行業協會) and the Vice-President of the Shanghai Credit Service Trade Research Association (Chi: 上海信用研究會). We also engaged in the research and writing on dedicated topics from SCIO and SCSTA.

Ms. Fan Yun, our Group Director, current National People’s Congress Deputy. Her speech on “Strengthening the System and Platform Infrastructure, Fastening the Social Credit Construction in Different Aspects” (Chi: 加強制度和平台建設,加快建立覆蓋經濟生活各方面的社會誠信體系) during the annual plenary session of NPC and Chinese People’s Political Consultative Congress (CPPCC) in 2012 had earned the recognition from our leaders in the Communist Party. In addition, she also joined the research assessment on the “Construction of the Social Credit System” organised by NPC and provided evidences and supports for both national and local legislation of credit law.  In February 2017, our director was invited to attend the colloquium for NPC and legal experts in Shanghai social credit legislation convened by SMPC. She was nominated by BIC to be expert in social credit legislation. She has also been the third-party experts of the argument on “Shanghai Information Collection of the Pubic Credit and Usage Management Rules” and the judgement on “Usage of Big Data in Market Entity, Exploration, Strengthen and Enhancement in Market Administration Mechanism”.

2.     Major Sales Records

Our company has been the contractor for Shanghai Housing Guarantee and House Management Bureau (SHGHMB) and SBAIC in the Evaluation on the Brands of Shanghai Real Estate Sector. We also provide the performance and credit evaluations on dedicated funding support programmes, for industry development of the technology consigned by the Government and for the enterprise credit management construction programme, for the Shanghai Federation of Industry and Commerce (SFIC).

In the period from 2016 to 2018, Sincere undertook the evaluations on the market performance of Shanghai transportation construction, performance provided by Shanghai Famous Trademark units and credit performance on the enterprise contacts. We had organised the output and effects of the project through the field verification, interviews and investigation and data collection by our experts. From the results of the success of the project implement and the evaluation on the products, we analysed the justification of project decisions, production index and the implemented index of the products.

Through the aforementioned data, we pointed the problems and gave advises on resolving the problem in the process of decision making, implementation and management. This helps our clients to clarify departments’ responsibility on the budget, improving their financial expenses management and enhancing their resource allocation. 1.)  The Project about the Evaluation on the Performance of the Shanghai Transport Infrastructure Engineering

In 2016, we cooperated with the Shanghai Municipal Transportation Commission (STC) and undertook the performance evaluation project on the market of transportation infrastructure engineering headed by them. The evaluation range of this project includes new construction, alteration, expansion and overhaul works in Shanghai. Different types of transportation construction engineering projects were included, such as traffic construction, waterborne transportation building, municipal traffic, railway transport and public transport infrastructure facilities. The range of construction projects covered the traffic connection projects between cities and/or districts. Our clients include the Urban Administration and Law Enforcement Bureau (UALEB) and Distract Administration and Law Enforcement Bureau (BALEB). Additionally, the main subject of the evaluation includes 5 practice units (Construction Unit, Implementation Unit, Monitoring Unit, Investigation Unit and Intermediary Agency) and 2 practitioners (Project Manager and Supervising Engineer).

The market credit evaluation work for transportation construction in Shanghai is a great challenge for us because of the limited time, heavy evaluation duty and high requirement on the accuracy and on the evaluation work. With the professionalism of our staff, we had finished near 700 integrated evaluations on the engineering projects with over 1200 evaluation subjects. Our market evaluation is based according to the reality of Shanghai market and the evaluation had been reported to the Bureau as scheduled.

2.)  The Project about the Evaluation on the Performance of the Shanghai Environmental Departments

Environmental protection field is one of the 12 major fields in Shanghai credit construction.  Yet, the Corporate Environmental Credit Evaluation in Shanghai is in the beginning stage of development. There are difficulties in the realization of an all-rounded assessment on all major sources of pollution in Shanghai.

In 2019, our company cooperated with the Shanghai Municipal Bureau of Ecology and Environment and undertook the performance evaluation on Shanghai Municipal Key Source of Pollution Environmental Enterprises’ Credit Performance (Chi: 上海市重點污染源環境企業信用績效). We have introduced the mechanism of credit performance in the environmental management, to resolve the monitoring problems during or in the post-management and to switch the administration measure from unitary measure into integrated measure. On the one hand, it improved the efficiency in environmental monitoring, lower the cost of monitoring. On the other hand, it urged relevant enterprises to improve the environment substantially and encouraged them to strictly follow the environmental protection laws.

3.     Introduction of Our Innovation Products & Its Cases

1.)  The Project about the Construction of Credit Management Service Platform for Shanghai Zhangjiang National Innovation Demonstration Zone (上海張江國家自主創新示范區信用管理服務平台建設項目)

-         Our Cooperation with the Great Zhangjiang (Chi: 大張江)

Our company has been actively engaged in the innovation development of technology in Shanghai and the construction for the Free Trade Zone Credit Investigation Platform since 2015. We are honoured to be shortlisted in the “Testing Point for Enterprise Credit Management Service Platform in Shanghai Zhangjiang National Innovation Demonstration Zone” (Chi: 上海張江國家自主創新原范區企業信用管理服務平台試點單位), with the approval of the Executive Council of Shanghai Zhangjiang High-tech Industrial Development Management (Chi: 上海張江高新技術產業開發). Additionally, we are the only agency licensed as the third-party credit service provider for 5 parks (including Jinqiao Park, Xuhui Park, Jinshan Park, Zhabei Park and Qinpu Park) in the Zone.

2.)  The Setting up of the Private Owned Credit Rating Service Desk

According to relevant requests from the Shanghai Municipal Government, our company has set up numerous credit rating service desks to compensate for the shortage of government service desks. With our integrated service desk, credit rating service with rapidity and expertise could be provided to individuals, micro-, small- and medium-enterprises. This could help them to have an understanding on their creditworthiness and help our clients for decision making and controlling their credit risk. Our service desk also provides the strategical evidences for relevant authorities on brands evaluation. Thus, the setting of the private owned credit rating service desk provides conveniently in the consultation for the public and relevant departments and improve the technology innovation in Shanghai.   

 4.     The Culture of the Enterprise 

On 1st June 2016, our group organised an opening ceremony for “The Colour of Life”, a charitable exhibition on autistic children’s art work, in the Hui Exhibition Hall in Xuhui District. This exhibition had raised the social awareness on the caring of autistic children.

On 12th January 2017, our group had formed a choir for celebrating the victory of the Long March. In 2019, our company is having an active assisting with preparation on a friendly badminton match -- “the Sincere Cup”, which will be hosted by the Shanghai Public Performance Evaluation Association (SPPEA, in Chinese: 上海市公共績效評價行業協會).
