     上海申慱网页版房地产估价公司是中国房地产估价师与房地产经纪人学会副会长单位、上海市房地产估价师协会会长单位,1994年成立,2005年完成脱钩改制。2002年起,公司成立了党、团、工会,充分发挥职工在民主管理中的作用。2015年被上海市住房保障和发展局评为“上海市房地产评估机构十强企业”。集团公司董事长获得上海市房地产估价师协会颁发的20年“行业贡献奖”,2018年8月,上海申慱网页版房地产估价公司被上海市房地产估价师协会评为“先进单位”。

    1、勇于承担重大项目:“申慱网页版”为国家重大战略、重点工程、重大项目和跨国公司提供专业服务,如世博会、F1国际赛车城、浦东中央干部学院、中国援外项目等。2020年,申慱网页版参与国家重大战略临港自贸区建设工作,承接了多项临港自贸区土地评估项目,包括多项土地储备立项评审投资估算项目,如临港重装备产业区特斯拉2期(N01-03地块)土地储备立项评审投资估算项目、普洛斯土地储备立项评审投资估算项目等。

    2、司法鉴证和银行业务: 公司是上海市高级人民法院列名的司法房地产评估单位。针对司法委托项目难度高、诉求各方分歧大、矛盾突出,我们发挥专业特长,对当事人的矛盾,及时引导和化解,得到法官和当事人高度评价。公司是工商银行、中国银行、建设银行、上海银行、浦发银行等外资银行评估列名单位。


     3、与政府合作项目: 公司一直与政府机关广泛合作,先后合作的政府机构有上海市住房保障和房屋管理局、上海市社会保险事业管理中心、上海市住房保障事务中心、上海市住宅建设发展中心、上海市虹口区住房保障和房屋管理局、上海市卢湾区住房保障事务中心、上海市卢湾区建设和交通委员会、上海市宝山区顾村镇人民政府、上海市普陀区人民政府、上海市浦东新区人民政府。合作内容涵盖共有产权保障房定价评估服务、住房保障储备房源项目、社保基金实物资产评估项目、集体工业用地及无证房屋价值评估项目、土地使用权价值评估等项目、处理化解拆迁信访矛盾项目、动迁新建九年一贯制学校项目。


     2017年8月4日,上海申慱网页版房地产估价公司成功中标,浦东税务局2017年度房地产税收征收评估委托服务项目,为创收房地产交易税,防范国家税收流失,进行把关。 我们在政府的委托业务中,及时高质量的完成任务,达到了预期效果,受到相关部门的认可和表扬。
    4、城市旧区改造项目: 申慱网页版将征收等项目,作为政治任务完成,维护社会的和谐与稳定。 公司历年来,接受上海市静安区旧区改造管理办公室、上海市闸北区旧区改造动拆迁总指挥部、虹口区、黄埔区、卢湾区、徐汇区、普陀区、嘉定区、宝山区、浦东新区、闵行区、长宁区、静安区、杨浦区、金山区、崇明区等委托,进行住宅房屋拆迁补偿和征收评估。

 

    2012年,申慱网页版公司完成了上海市首个黄浦区116基地的征收土地评估,一次签约率在83%,市长在当年的政府工作报告中进行了表扬。2017年5月,集团房产公司参与了虹口区32街坊房屋征收项目,由于新政颁布后,政府实行了“一证一套、全货币引导方案征收”,鼓励动迁居民货币化补偿,加大了动迁工作的难度。我们克服困难,为居民排忧解难,配合政策要求,圆满完成任务。第一次动迁率超过85%,达92.53%,超额完成任务,市政府主要领导视察虹口32街坊基地,对申慱网页版的工作予以肯定。二个项目均在当时成为标杆,为上海动迁、征收项目提供了样板。
    2017年8月,上海申慱网页版房地产估价公司成功中标,中环线东侧土地收储事宜专项课题研究咨询项目,为市区内鲜有的集体土地收储提供补偿方式和收储成本的可行性论证。
     2017年8月,上海富房地产估价有限公司对上海市普陀区计367户房屋室内装修受损维修费用进行评估。此次项目是一次维稳工程,时间紧、任务重,历史遗留问题积淀深。公司领导非常重视,第一时间亲临现场,投入大量的人力,派出十几个工作组,周末不休息,克服40℃高温,连续作战,并认真作为政策的化解工作。顺利完成任务,以优异的成绩迎接党的十九大胜利召开,得到了老百姓及市、区政府的肯定,并专程送来感谢信。
    2017年11月,我单位参加了上海市黄浦江滨江公共空间的拓展,黄浦路106号地块地处黄浦江和苏州河的交界处,为著名的“浦江第一景观”,该项目涉及中央直属部队、地方政府、上海市滨江贯通和优秀历史保护建筑的重大工程,作为评估机构,我们以专业技术,耐心认真地进行政策解答、解释工作,得到了三方满意和认可,为中直机关、部队起到率先示范作用,也为北外滩最后一公里贯通做出了贡献。
    2019年春夏,公司被选为上海市北横通道新建一期工程房地产征收评估单位,该项目时间要求紧,房地产估价师冒着烈日,第一天就完成了现场勘查93%,体现高效的组织能力,赢得了良好的口碑。
    5、业务创新:公司拥有丰富的数据库资源。现已拥有十几大数据库,包括:首批试点上海市公共信用信息平台数据库、金融数据库、上海市房地产权籍信息数据库、上海市房地产交易信息库、全国上市公司信息数据库、证券信用信息基础数据库、上海市开发区企业协会信息数据库、长三角品牌数据库信息等,今年,我们完成了企业信用服务与应用管理平台,在深耕绩效评估技术和优化第三方评估模式的基础上,运用“互联网+信用评估”手段,成功开发的一个集信用信息归集、分类、加工分析、评估、查询、应用以及报告出具等功能与一体的信用服务系统,实现“强人工深度参与”和“无人工参与”两级反方向发展,籍以满足委托方对不同应用场景信用产品和服务的特性需求,为房地产绩效评估与行业创新,提供了强大的数据分析与支持。
    目前,公司在原抵押评估、税收评估、征收评估、土地减量化评估的基础上,积极探索房地产资金监管、绩效评估、征收评估二次核价、城市更新前的预评估、租金评估、物业评估等业务。

三、打造具有良好执业道德的专家队伍
    申慱网页版现有员工约100人,有注册房地产估价师、土地估价师、英国皇家特许测量师(RICS)、注册造价工程师、注册咨询(投资)工程师、注册资产评估师、注册会计师等80人。是一支执业素质高、专业水平强的评估师队伍,是一个团结、和谐、充满朝气、凝聚力强的企业。
    公司开设病危职工救治捐款的“绿色通道”。每月举办员工集体生日,实施节日津贴,为员工提供免费体检,对退休养老员工发放养老补贴,公司每年二次组织职工境内外旅游。


     申慱网页版注重人才培养。培育学习型团队,通过内部带教、理论学习、经验交流,实施头脑风暴式讲座,还从外部聘请高端培训,开展《阿米巴模式在组织中的运作》、《质量管理体系转版》等培训。

四、领导的肯定和激励
    2013年11月20日上午,时任中共中央政治局委员、市委书记韩正一行十四人与随行的记者和工作人员来到申慱网页版公司。 
    韩书记深入到估价师中,亲切交谈,他非常关心民生工程,随后在一楼会议室举行座谈,韩正书记亲自主持会议,听取公司的发展汇报,给予了肯定。他对市场全面开放后,市场监管的退与进、行业法律规范和技术标准制定、政府信息公开等六个方面,发表了重要讲话,为行业的发展指明了方向,对全体房地产评估人员以极大的鼓励。

五、公司学术获奖、发表文章及担任责任编辑、参与的课题及活动
    1、公司入选优秀报告和论文获奖。
二十七年来,公司在专业领域上,取得了显著的业绩,发表了多篇经济和专业技术论文,并获奖。
    公司评估师王勇发表的《城市更新实践中的创新拓展和挑战》入选了《2019中国房地产估价年会论文集》,并获得上海房地产估价师协会“2019年度论文三等奖”, 2019年,《关于非正常情况视野下贬值评估的探讨》获得上海房地产估价师协会“2019年度论文三等奖”,并入选《“守正创新,高质量发展”论文集》,为行业理论实践结合奉献智慧。
    2018年10月,公司董事长《初探无人机技术对房地产估价行业的变革》论文,入选了2018年出版的《中国房地产估价年会论文集》,获得中国房地产估价年会“优秀论文奖 ”。
    2001年度,公司二例房地产估价报告被选入《上海房地产优秀估价报告》;2004年,《关于国有划拨工业用地在企业改制中的土地估价方法探索》一文荣获中国土地估价师协会“优秀论文、著述奖”;2006年撰写的《多种用途并存的综合用地估价方法的选择》一文,获“海峡两岸第二届不动产估价学术研究会论文优秀奖”。
  2、公司担任责任编辑及发表文章。
    2018年,公司担任《上海房地产估价》第6期责任编委,负责该期专业稿件的组稿、审稿工作。2015年,担任《房地产估价》第4期责任编辑。2014年,公司担任《上海房地产估价》杂志第3期的责任编辑,共有7篇专业稿件的组织、修改、审核,为行业专业水平的提高倾注精力,引领了行业的理论水准提升。
    公司还发表《房地产品牌评估探索》刊登在2001年《上海市房地产估价》;《重视交易案例的选择和修正,提高市场比较法评估精度》刊登在2002年《上海房地产估价》,并被《中国房地产估价》转载;2015年发表《浅谈独用成套公有住房房地产估价》论文。2017年,《商业地产抵押评估敏感性分析及对策》一文,发表于中国土地估价师协会杂志。2017年,公司论文《对集体建设用地使用权估价方法选择和使用年限确定的思考》发表在《上海市房地产估价》上,该文在选择集体建设用地使用权估价方法和确定使用年限方面做出了深入的研究。
    2018年,《无人机技术在房地产估价行业变革中的应用》、《新形势下房地产证券化的拓展及应用》发表在《中房学论文集》中、《上海新房屋租赁价格指数的思考和建议》发表在《上海房地产估价》杂志上。2020年,石铭、刘志宏的《生态城市土地利用评价体系构建及其应用研究——以江苏省扬州市为例》,发表于自然资源部《国土资源经济》,石铭的《城镇化和老龄化视野下的房地产长效机制构建》发表在《上海房地》上,并被现代工商2020年第4期转载,《城乡统筹背景下的集体建设用地流转实践探索与理论创新》发表在住建部优秀期刊《建筑经济》上。
    近年来,公司估价师还走出行业,在《现代工商》开设专栏,发表《疑难评估视野下的“凶宅”贬值评估研究和探索》、《集体经营性建设用地入市,任重而道远》、《生态城市建设土地利用评价体系构建及应用研究》、《北京上海的试点集体租赁住房探索》、《以江苏新规引发的对优化完善江苏镇村规划布局的思考与建议》、《关于“多规合一”的国土空间规划整合重点与路径探讨》等论文,宣传房地产估价的相关政策、信息,研讨理论与实践的应用,得到了企业家的欢迎和好评,扩大了社会影响力。
  3、公司参与的课题:
    ①行业课题研究:
    申慱网页版承担了上海房地产估价行业“十四·五”规划课题组牵头人,明确行业发展方向,支持协会更好的制定“十四·五”规划方案。
    公司参与了行业初期重大规则的制定和调研,公司的评估方法和案例被选为行业最早的《资产评估收益法理论和实践》,多次在《上海国资》、《解放日报》发表文章。
    近年来,公司重视课题研究,提升理论水平和报告质量。2016年,参与机构多元化发展主题研讨沙龙,对《资产评估法》立法等相关行业热点问题进行探讨。公司先后承担了建设银行《房地产抵押净值研究》课题组长,上海房地产估价师协会《房地产抵押评估风险控制》课题组长。2016年,为工商银行客户经理做《从估价角度看贷款风险控制》培训讲座。
    2016年,参与徐汇区土地储备中心《关于中环线拆违收储地块用地政策合法、合规性》课题研究。2016年参与了上海市房地产估价师协会《十三·五上海市房地产估价行业规划》课题组。2016年12月,参与《上海市共有产权保障住房满五年上市基准价格评估研讨会》。2018年,承担中国土地估价师协会《职业道德准则研究》课题组长。3月,承担上海市房地产估价师协会《上海市住房租赁价格评估及相关问题研究》课题。11月,又承担了上海市房地产估价师协会《房地产证券化中估价业务的拓展及应用》课题的《目前新形势下房地产证券化的情况》及《估价行业参与房地产证券化发挥的作用》。2019年公司又承担了《进入高质量发展阶段中的上海市房地产估价机构发展模式研究》、《新业务领域中估价技术规范试探——房地产损害赔偿估价技术规范研究(实体性损害赔偿方向)》、《上海市城市更新中房地产估价咨询服务领域探索研究》等课题。
    2020年,公司又承担了《城市更新中评估、咨询相关技术研究》、《创新房地产估价业务,拓展新的服务领域》课题。公司董事长还积极参加房地产估价行业课题评审,率先提出《新“证券法”颁布后房地产证券评估相关问题研究》,并担任课题评审专家,为启动课题研究思路,发挥了重要作用。
  ②社会课题研究及建言献策:
    2018年5月,公司董事长任《深化商事制度改革、优化营商环境》课题负责人。2018年9月,公司董事长参与全国人大《大数据共享与安全》专题调研,并担任课题组长。2019年9月担任上海市委《推进中国(上海)自贸区新片区,加快构建开放型经济新体制》专项民主监督的调研组组长。2019年她担任全国人大《扶持实体经济,释放企业活力》,课题组组长。改善人才激励机制,为实体经济吸引人才提供更优的制度环境。抓紧出台外商投资的配套措施,进一步吸引外资。加大对中小实体经济的购买力度。防范互联网经济对实体经济的冲击,建立公平、公正的竞争环境提出建议。同年,还参加全国人大在沪代表《长三角一体化》课题组,赴江苏和大湾区调研。并担任市委无党派人士专项民主监督《促进民营企业健康发展,提升民营企业活力》课题组副组长,为全国人大立法和国家制度设计及市委、市府决策,发挥重要作用。2020年,她担任市委无党派人士《抓好政务服务"一网通办"、城市运行“一网统管”》课题组组长。从2019年开始,她就在全国两会上发表《落实科创板重大任务、充分激发资本市场活力》审议意见,得到人民日报官微的全面肯定,她还参加了全国人大常委会审议,及时推动2019年新的《证券法》改革落地。科创板是总书记在上海进博会时提出的重大国家战略。2020年全国两会,她又提出了改革不适应的监管模式,依法实施注册备案制等建议,严格退市制度,保证信息披露“天下无假”。得到了中央政治局委员、市委主要领导的肯定,推动了科创板注册制的全面实施。
   这些年,董事长作为来自行业的全国人大代表,坚持不懈推动中国资本市场的改革,从2016年起就推动《证券法》修改,连续几年在全国人代会上,提出取消证券评估资质审批制,实行备案制,她建言《取消证券评估资格、进一步落实简政放权》,最终被中国证监会采纳。2019年,新《证券法》落地,打破了房地产估价行业不能进入证券评估领域的限制,为行业转型发展、更好地服务客户起到重要作用。
  六、积极参与社会公益和慈善活动、落实精准扶贫
    申慱网页版把社会责任看成是企业与生俱来的使命,积极参加社会慈善公益活动。为落实总书记精准扶贫战略,申慱网页版六上安徽大别山贫困山区,深入乡村,与当地政府多方沟通,建成一条1.3公里的山路,连通了大山与外面的世界,使村里年均家庭收入由7万元增长到40多万元。
  2020年6月,申慱网页版还积极响应中国房地产估价师与经纪人学会助力湖北大别山区脱贫攻坚倡议,以购代捐,定向采购大别山区特产物资,购买了大米、白莲子、红莲子等特产品,对疫情地区不歧视,身体力行做表率。
    申慱网页版还热心参加青聪泉自闭症儿童帮扶活动, 2016年6月1日,集团公司主办的六一“生命的光彩”自闭症儿童绘画作品公益展,时任中共上海市社会工作委员会书记、现任上海市委组织部副部长孙甘霖、上海市房地产估价师协会驻会领导参加了活动。引领社会各界对自闭症儿童群体的了解和关爱,提升了全体员工的社会责任。2018年1月,申慱网页版牵头成立了上海市慈善基金会爱青专项基金,三年捐款1000万元,上海市慈善基金副理事长施南昌同志、上海房地产估价师协会驻会领导参与揭幕仪式。
    2019年10月,申慱网页版组织了《夕阳无限好-敬老、爱老、共度重阳》活动,上海房地产估价师协会与700多位老人、社会各界参加,所有老人安然无恙,实现了他们的心愿,体现了申慱网页版组织大型活动的能力和社会影响力,推动了慈善爱心事业的高质量发展。
    2020年突如其来的疫情爆发,集团董事长第一时间向湖北等疫区,捐助了一万只医用口罩,持续捐赠医用手术衣1000套、隔离面罩400个、医用隔离眼罩200个,共计价值11万元,收到武钢集团职工医院等单位感谢信7封。集团董事长还组织企业通过上海慈善基金会向湖北捐款1000万元,收到了上海市委统战部的感谢信。。

Shanghai Fushen State Assets Evaluation Co., Ltd was founded in 1994. Now we have about 100 employees, including 80 appraisers in different aspects. We are the President of the Shanghai Real Estate Appraisers Association (SREAA) and the Executive Unit of the Council of the China Institute of Real Estate Appraisers and Agents (CIREA).

For 26 years, we believe providing our best service for our clients with sincerity is the key to earn our reputation and social recognitions. Therefore, we adhere to the principle of honesty and credibility, to expend out market share by our brands reputation and to concern the professional ethics building of our staff. Our company found the Labour Union in 2002, the Party Branch in 2007 and the League Branch in 2009 .

With the success of our brand building, the Shanghai Fushen Real Estate Consultation of Engineering Company Limit (FSCE), one of our subsidiaries, was honoured with the name of “Shanghai Enterprise with Good Credit in Honouring Contracts” in 2014 and 2015. The trademark of our group has been selected as the Famous Trademark (Chi: 著名商標) and Trademark with Excellent Service in Shanghai (Chi: 上海優秀服務商標) for 4 years. Regarding social responsibility as the innate mission of  a enterprise, Fushen takes an active part in activities of charity, public welfare and precise poverty alleviation. On 1st June 2016, previous Secretary of Shanghai Social Work Committee of CPC and  present Vice Minister of Shanghai Committee Organization Department, Sun Ganlin, with leaders of Shanghai Real Estate Appraisers Association (SREAA) participated in Glory of Life autistic children art works exhibition hosted by group company. In Junuary 2018,  Fushen led to establish Love Special Funds of Shanghai Charity Fundation and donated 10 million yuan in three years. Vice Chairman of Shanghai Charity Fundation, Shi Changnan with leaders of SREAA attended the openning ceremony of the fund. In Octobor 2019, Fushen organized Double Ninth Festival celebration event joined by over 700 elderly people from all sectors of society. This embodies Fushen’s ability to organize large-scale events and promotes high quality development of charity.

Shanghai Fushen Real Estate Appraisal Co. Ltd. is one of the earliest founded real estate appraisal organisations. We are qualified with Real Estate Appraisal National First-Class Qualification (Chi: 国家一级资质) issued by the Ministry of Housing and Urban-Rural Development (MOHURD) of the PRC and the Practice Licence on Land Appraisal in China issued by the Ministry of Natural Resource (MONR) of the PRC. We are one of the shortlisted judicial expertise institutions in real estate appraisal field for the Shanghai Municipal Supreme People’s Court, as well as the shortlisted appraisal unit for foreign banks. Our clients include Industrial Commercial Bank of China, Bank of China, China Construction Bank, Bank of Shanghai, and Shanghai Pudong Development Bank. We are also the listed appraisal company for Shanghai Municipal Pudong New Area Taxation, State Taxation Administration. In May 2017, we participated in the project on the collection/levy of the properties in 32 Neighbourhood in Hongkou. Due to the enactment of new governance, the Municipality has implemented “One Certification One Property Relocation Governance” (一証一房动迁政策), aiming to reduce the waste of housing resources. Since there are some properties with more than one ownership certification, the government reallocated the number of properties according to the number of property owners or the size of the original properties. However, the reallocated properties are mainly located in the rural area. Thus, people do not live in the reallocated properties because of the unconvinced transportation. As a result, housing resources have been wasted. Therefore, with the governance, residents were encouraged to be compensated with currency  rather than house. Yet, this increases the level of difficulties in the reallocation work. But still, our company faced the challenge and completed the mission with the fulfilment of the governance requested and solving queries and problems for the residents. The rate of the first reallocation has reached 92.53%, indicating the satisfaction of residents. This project provides us an opportunity to contribute for the  upgrade of the old district in the city. Our Municipality officiers gave their affirmation on our work in the site visiting of Hongkou 32 Neighbourhood Base.

In August 2017, Shanghai Fushen Real Property Engineering Advisory Co., Ltd audited the cost of repairment of the indoor renovate damage for 367 households in Putuo District. This is a stabilising project with limited time and heavy workload. Thus, our director had paid her attention on the project and visit the site at once. We had sent numerous human resources, with limited rest and working under high temperature, for site investigation and examination. We also explained the relevant policies to the affected people. Our price advisor had finished the price reviewing for all affected housing with their professional knowledge and accurate data collected. We use our excellent results to meet the 19th victory of the Party meeting. This project helps us to earn the affirmation from the public, the Municipality and the Government.

In first half of 2019, our company was selected as the unit for appraising the real estate collection of Shanghai Beiheng Passage Stage 1 project. As the project pressed for time, under hot sun, our appraisers had already completed 91% of the site investigation on the first day.
